Peter earned his PhD in German Studies from Columbia University, where his research explored how emerging technologies rewire the circuits of meaning and experience. He also holds degrees from the Eastman School of Music and the University of Rochester. His writings on experimental music have appeared in The Wire and Musiktexte, and he has spoken at events hosted by Columbia, Yale, Princeton, Indiana University, Freie Universität Berlin, and APAP|NYC.
